Tournament Rules 1. All teams must check in with the tournament director prior to your first game. 2. All teams must be registered NSA teams through the NSA National On Line Team Registration Wed Site. 3. All Teams must have their NSA On Line Team Registration Forms signed by both Players & Parents at Check In. 4. You must have players birth certificates with you at all times for all players on your roster and present them if a players age is questioned. 5. Players may play for only one team in an age bracket during the tournament. 6. Games will start at their scheduled time. No games will start earlier then their scheduled time. 7. Game time is forfeit time. 8. Two umpires will be provided for all games, Unless other wise noted on the tournament information page. 9. Home Team will be determined by a coin toss 10. NSA game rules will be in effect 11. Line ups can include a DH and 2 DP’s. Effect is an 11 player batting order. 12. EP’s can enter the field in any defensive position with out reporting but must remain in the same position in the batting order. 13. All pool games will have a 1:30 Drop Dead time limit, with no new inning to begin after 1:20. Any time an inning is not completed by the 1:30 drop dead time limit the game will revert to the previously completed inning to determine the outcome and Points awarded. 14. The international tie breaker will be used in games tied at the top of the 8th inning if the time limit has not been reached. A maximum of one [1] tie breaker inning will be permitted during Pool play. 15. Pool games can end in a tie. 16. Teams who forfeit their last pool game because they did not show up to play will not be allowed to play in the Championship games. 17. Teams who forfeit all of their pool games because they did not show up to play will not be allowed to play in the Championship games. 18. Playoff games will have a 1:30 drop dead time limit with no new inning to start after 1:20. Any inning started will be completed. A new inning will be considered to have started at the conclusion of the third out in the bottom of an inning. 19. Playoff games will use the international tie-breaker starting in the 8th inning or at the 1:20 time limit which ever occurs first. 20. Playoff games will be played until a winner is determined. 21. Championship games will use the international tie breaker at the start of the 8th inning. 22. Championship games will be played until a winner is determined. 23. The winning team in pool play games will receive 2 points. Each team will receive 1 point for games ending in a tie. 24. The run ahead rule will be in effect. 12 after 3 innings; 10 after 4 innings; 8 after 5 innings. 25. Teams will be placed in the single elimination playoff by their order of finish based on their total number of points won in pool play. Ties will be broken by: Head to Head – Runs Allowed – Runs Scored – Coin Toss. 26. Game balls will be furnished. Each game will start with one new ball and one used ball. 27. All game balls are to be returned to the umpires after the game. 28. The on site Tournament Director will be appointed by the NSA/WPA State Youth Director. 29. The decisions of the appointed on site Tournament Director will be final. 30. Protests of rule interpretations only will be accepted by the Tournament Director or his appointed Assistant with a $100 protest fee. The protest fee will be returned only if the protest is upheld. All Protests will be settled immediately. 31. No protests will be accepted for judgment calls. 32. A maximum of 4 coaches will be permitted in the dugout or designated team areas. All coaches must be in official team coaching attire. The total number of coaches includes a score keeper who also must be wearing team attire. Example - 3 coaches & 1 score keeper = 4 total coaches. No Exceptions. 33. Positively no profanity, taunting or other conduct determined to be disruptive to the game will be tolerated. Offending players and coaches and spectators will be ejected from the game. 34. Teams will be held responsible for the conduct of their parents and fans. Teams will forfeit any game in which the umpires determine the teams parents and/or fans are acting to disrupt the game or are acting in a manor that is offensive to the umpires, teams or spectators. Umpires will have the final word. 35. NSA "A" & "B" National Championship Tournament Berths will be awarded in all age brackets according to the NSA code and NSA/WPA rules which are available on the www.nsawpa.com web site. 36. All NSA National Championship Tournament Berths must be accepted by submitting the Berth acceptance form and the required Fee within seven [10] days of the end of the tournament to the NSA/WPA State Youth Director. 37. Any Berths not accepted by teams that qualify at the tournament will be passed on to the next team in the order of finish. 38. The NSA/WPA State Youth Director will have the sole responsibility and discretion in the awarding of any NSA World Series Berths not accepted by a qualifying team at the tournament. 39. In the event of rain or inclement weather the Tournament Director will have sole responsibility and discretion in determining how and if any games are rescheduled. The Tournament Director if necessary can change the format of the tournament, number of games, length of games, starting times and use any other means available to complete the tournament and determine winners of berths. 40. In the event that any or all games can not be played or the tournament is not completed due to inclement weather the NSA/WPA State Youth Director will have the sole responsibility and discretion in determining the tournament champions and awarding NSA World Series Tournament Berths. 41. Decisions of the on site Tournament Director and/or the NSA/WPA State Youth Director will be final. 42. Refund Policy - In the event of inclement weather, wet unplayable fields or other acts of nature which are not controllable by the tournament director, host organization or field owner/operator that causes cancellation of all or any portion of the tournament the following refund policy will be in effect for all NSA/WPA sanctioned tournaments. If no games are started or played teams receive a refund equal to 75% of the entry fee. Once any games are started teams will receive a prorated refund based on the number of games each individual team plays up to a maximum of 25% of the entry fee. If any NSA World Series Berths are awarded to any team entered into a tournament no refunds will be made to any team. No refunds will be made to any team that withdrawals, fails to attend, forfeits games or is ejected from the tournament. Refunds will be made within 10 business days of the scheduled conclusion of the tournament. Checks will be made out in the name of the team as listed on the official entry form submitted to the tournament and drawn on the account of the NSA/WPA. Any and all decisions on the amount of or if any refunds will be made will be the sole responsibility of Western PA NSA State Director Zach Green. Revised 5/12/07 |
